1. Obligations of the contract holder and authorised drivers in relation to the rented vehicle:

The contract holder is directly and jointly responsible for ensuring that the main driver or authorised additional drivers comply with the contractual obligations stipulated below while driving the rented vehicle. If ASCAR considers that any of the following obligations have been violated, it reserves the right to take the relevant legal action, such as taking back the rented vehicle from the driver of the vehicle and/or legally requiring the return of the rented vehicle.

The rental invoice will be made in the name of the rental agreement holder and, once the contract has been issued, it will not be possible to modify it. To request an invoice in the name of a company, the client must communicate this fact before entering into the rental agreement.

To inspect the vehicle before leaving the parking space and to inform Ascar of any discrepancies in relation to the vehicle’s condition described in the section of the contract "Annexe of damage report and verification (DRV)". A discrepancy in the list of accessories present in the vehicle and damages that are not indicated or indicated incorrectly in the previously signed rental agreement.

To sign the ‘Pickup’ section of the "Annexe of damage report and verification (DRV)" of the agreement as proof of acceptance of the condition of the vehicle at the time of pickup. Signing the rental agreement implies the customer's acceptance of the list of accessories present in the vehicle and of the description of the damages included in the section of the contract "Annexe of damage report and verification (DRV)". Any damage that is not indicated in the contract will be considered to be new damage and will be attributable to the contract holder. In the event of breakage, loss or misplacement of the additional accessory or equipment marked as present in the vehicle, the contract holder will be liable for the replacement cost.

Where appropriate, to be responsible for the assembly of child car seats or any other extras that require assembly. Under no circumstance will Ascar assume any responsibility for the assembly of accessories in the rented vehicle.

If you have purchased the Meet & Greet Off-Airport extra, you must bear in mind the provisions indicated in point 4.2.3. with regard to this extra.

The renter is obliged to take a driving test if requested. For the rental of two- and three- wheeled vehicles (motorbikes), a driving test may be required before keys are handed over in order to verify that the renter knows how this type of vehicle works and how to drive it correctly. If this test is not passed, the rental may be refused without returning the amount already paid.
1.3. Obligations of the contract holder and authorised drivers when returning the rented vehicle:To use the vehicle in compliance with the following terms and conditions of use:
- To notify ASCAR in the event of any technical failure in the rented vehicle: fluid levels (oil, water), tyre pressure, etc.
- In the event of an accident, breakdown or engine failure, regardless of the coverage taken out, to follow the procedure established by ASCAR:
- Not to repair the vehicle without the prior consent of ASCAR.
- Not to request a breakdown service without the prior consent of ASCAR.
- Not to acknowledge or pre-judge responsibility for the incident.
- Not to abandon the rented vehicle without taking the necessary measures to protect it and always stay with the vehicle until the towing service arrives.
- To notify ASCAR within a maximum of 24 hours of any damage (with or without a third party) caused to the rented vehicle. ASCAR will assess the situation and determine the most effective solution: the driver will be recommended to drive to the airport to pick up a replacement vehicle, the vehicle will be repaired at the location of the incident, or, if it cannot be repaired, a tow truck will be sent to tow the rented vehicle back to the nearest ASCAR office and a replacement vehicle will be given to the contract holder.
- Furthermore, only in case of damage, the driver must duly complete the accident or damage report, submit it to the ASCAR office upon returning the rented vehicle and send a copy of the report to the e-mail address assistance@ascar.ro. The accident report must indicate the circumstances, place, date and time of the incident, as well as possible witnesses and the full contact details of any involved third parties.
- If the duly completed accident report is not handed in, or in the event of negligence by the client, ASCAR reserves the right not to deliver a replacement vehicle.
- In addition, the cover might become invalid.
ASCAR will process the accident reports, notify the driver of the appropriate action to take, and offer advice if they suffer any injuries and/or receive a court summons. ASCAR will charge the contract holder €50 for this accident management, damage control, and advice service.
If the contract holder has purchased our Relax Cover (SCDW), ASCAR will not charge any fee for this service.- In the event of theft or robbery of the rented vehicle, regardless of the coverage taken out, to follow the procedure established by ASCAR:
- To immediately notify the relevant authorities and to file a police report and obtain the corresponding signed police report. If this document is not submitted to ASCAR, the coverage may be rendered void.
- To notify ASCAR of the theft or robbery of the rented vehicle within a maximum of 24 hours.
- To deliver the keys of the rented vehicle to ASCAR within a maximum of 24 hours. If the contract holder does not deliver the keys, he/she will be responsible for paying ASCAR the total excess amount of the vehicle. This clause shall only cease to apply if the police report indicates that the keys of the vehicle have been stolen.
- Respect the road traffic regulations. Road traffic violations constitute an offence, and the driver may incur fines and penalties as provided for in applicable laws. Also, if the driver incurs a road traffic fine during the rental period, ASCAR will charge the contract holder for the fine management and administration service for each offence/fine received (See more information in section 4.4). Respect the speed limits established for each vehicle type.
The client is responsible for the proper driving of the rented vehicle in accordance with Romanian law. Any damage to the rented vehicle as a result of driving the vehicle in the opposing lane will be considered as negligence. The contracted coverage will become invalid and the contract holder will be responsible for all the costs generated.
- Have sufficient knowledge to properly drive the rented vehicle
The client is responsible for the proper knowledge and driving of the rented vehicle, especially with regard to the functioning of the gear changes. Any damage to the vehicle as a result of an error in changing gears will be considered as negligence. The contracted coverage will become invalid and the contract holder will be responsible for the costs generated.
- Display the public road parking document in the front windscreen.
According to current regulations, it is prohibited to park rental vehicles on public roads and in public areas when there is not allowed to park. In this case ASCAR will not take responsibility for any related penalties.
1.4. Additional obligations for the contract holder and authorised drivers whose non-compliance will invalidate the contracted cover- To return the rented vehicle with its keys, accessories and extras in the same working condition and cleanliness as they were delivered. If the contract holder returns the rented vehicle in a condition different to that specified by ASCAR at the time of pickup in the section of the contract “Annexe of damage report and verification”, the contract holder will be responsible for any alterations produced and for any missing documentation or accessories, and, depending on the type of coverage purchased (consult the types of coverage offered by ASCAR in section ‘4. Extras, accessories, charges and coverages’), may incur additional costs due to a violation of the contractual terms and conditions.
- If the contract holder has purchased coverage with the provider of their bank account or with a third party, ASCAR will charge the corresponding amount up to the excess limit of the contract holder's bank card provided at the time of payment for the rental, and the contract holder will be responsible for claiming this amount from the provider of their bank card or from third parties.
- To ask ASCAR staff to inspect the state of the rented vehicle and to sign the "Drop-off" section of the "Annexe of damage report and verification" of the contract as proof of acceptance of the vehicle's condition upon return. If you do not ask ASCAR staff to check the vehicle when you return it, this will imply your consent for them to check it in your absence.
- To return the rented vehicle within office hours.
Only in Bucharest and Otopeni Airport (OTP). If the contract holder returns the vehicle outside of office hours, he/she must comply with the instructions of ASCAR for returning vehicles outside of office hours.
Returns outside of office hours constitute between 6 p.m. and 9 a.m. In this case, it is not necessary for the contract holder to carry out any paperwork or actions with ASCAR staff. The vehicle keys must be deposited in the key return box located in our offices in the car park.
The contract holder will continue to be responsible for the rented vehicle until the rental office opens again. If the contract holder fails to comply with the instructions for returning the vehicle outside of office hours, he/she will continue to be responsible for the rented vehicle until ASCAR has access to the vehicle.
- To return the vehicle to the agreed place, date and time. ASCAR offers a 60-minute grace period for returning the rented vehicle in relation to drop off time.
- If the rented vehicle is returned late, the coverage purchased will be rendered void and ASCAR will apply a penalty fee for each day of delay in returning the vehicle. In addition to this fee, the contract holder will also be responsible for paying the daily rental fee (consult the table of fees in section '4. Extras, accessories, charges and coverages’).
- ASCAR does not offer one-way rentals. The contract holder must return the rented vehicle to the same office as the pickup. If the contract holder returns the rented vehicle to an office other than where the vehicle was picked up, ASCAR will apply the corresponding penalty fee.
- To inspect the vehicle before returning the keys and to make sure that no personal belongings have been left inside. ASCAR is not responsible for the loss of or damage to any personal belongings left inside the vehicle during or after the rental period. The contract holder is solely responsible for these items, which will be destroyed if they are not reclaimed by the lessee or authorised person within three months. If the lessee requests the return of their possessions via a courier service, they must pay the delivery charges and associated fees, if applicable.
- If you have purchased the Meet & Greet Off-Airport extra, you must bear in mind the provisions indicated in point 4.2.3. with regard to this extra.
Failure to comply with any of the obligations described below will invalidate the contractual coverage, so that the contract holder will be liable to pay for the damage caused to the rented vehicle, the cost of the tow truck, the return of the vehicle, the additional cost of immobilisation of the rented vehicle until it is recovered, according to the table of fines in point 4.4 Fines, in addition to all other expenses incurred, up to the total excess amount.
The following cases of loss of cover and rights are expressly detailed and communicated to the customer during the booking process, highlighting the key information, so that the information can be selected for acceptance.

Not to drive the vehicle while under the influence of alcohol, drugs, or any other substance that could affect the ability to drive. ASCAR accepts no responsibility for any accidents or damages to property caused by the rented vehicle if, at the time, the driver was driving under the influence of alcohol, drugs, or any other substance that could affect the ability to drive. The simple fact of driving under the influence of any of the aforementioned substances will be sufficient cause for the contract holder to be held responsible for the damages causes regardless of whether the influence of the aforementioned circumstances has been demonstrated in the damage charges.

For the rented vehicle to be driven exclusively by drivers expressly authorised by ASCAR in the rental agreement.

Do not drive the vehicle outside of Romania without the empowerment from ASCAR – In this respect, is not allowed to transport the rented vehicle on a ferry or any other type of maritime transport. If this obligation is breached, ASCAR will apply the corresponding penalty fee, the contracted coverage will be rendered void, and the contract holder will be responsible for all of the expenses generated, including the vehicle repatriation cost.

To fill the rented vehicle with the correct type of fuel, which is indicated in the "Vehicle information" section of the contract and also next to the fuel cap cover of the rented vehicle. Using the wrong fuel by mistake will constitute new damage and will be attributable to the contract holder.

Do not put water or red diesel into the fuel tank. The presence of water or red diesel in the tank shall be considered as negligence and the contract holder will be held responsible for it.

Do not leave the vehicle without fuel and/or AdBlue, or any other liquid that is required for the vehicle to function properly. The vehicle will be delivered with a minimum level of AdBlue and if necessary, the client is responsible for refuelling.

(Electric vehicles) Not to run out of charge
-
Not to drive on unpaved, unauthorised or restricted roads.
-
Not to drive with over the legal number of people for the type of rented vehicle.
-
Not to use the vehicle as a form of public transport for people.
-
Not to use the rented vehicle for illegal activities.
-
Not to use the rented vehicle to participate in races, competitions, or reliability or speed tests.
-
Not to use the vehicle for commercial purposes, as a courier service, or for the transportation of goods or people. In the case of vans (groups CKMR, NKMR, DKMR, IKMR, JKMR, SKMR and FKMR), rental shall be allowed provided that the customer procures the permits, licences and authorisations that may be necessary for the transport of goods, releasing ASCAR from any liability and assuming the obligation to compensate ASCAR for any damage that said non-compliance may cause.

Not to sublease the vehicle.

Not to use the vehicle to tow other vehicles.
-
Not to use the vehicle for the transportation of animals.
-
Not to use the vehicle for the transportation of explosives.
-
Not to use the vehicle for the transportation of corrosive substances.
-
Not to smoke inside the rented vehicle. If the vehicle smells of tobacco smoke, ASCAR will apply a penalty fee to cover the costs of processing, special cleaning, and vehicle suspension (See point 4.4 - penalties) .

Not to park the rented vehicle in ASCAR parking spaces during the rental period.
-
It is not permitted to disassemble or remove the seats in the hired vehicle.
-
Do not leave the lights turned on or let the battery run out.
-
Provide an accident report in case of damage and hand it in at the ASCAR office when returning the rented vehicle and send a copy of the accident report to the e-mail address assistance@ascar.ro within a maximum period of 24 hours after the incident. The accident report should state the circumstances, location, date and time of the incident, possible witnesses and full contact details of any third parties involved.

If the vehicle is stolen, immediately inform the relevant authorities and file a police report, get the corresponding signed police report and return the vehicle keys or indicate in the report that the keys have been stolen.

Fit snow chains correctly, use them properly and do not leave them on for more time than necessary.

Park the vehicle without the handbrake or any other safety feature provided for this purpose.

2. Conditions for renting:

- Minimum age 19 years old
The minimum age for hiring a vehicle with ASCAR is 19 years.
In the event that one of the authorised drivers on the rental contract is 19 or 20 years of age, they will only be able to rent from the MBMR, EDMR, CDMR, CGAR, CDAH, EYAZ and HYAZ groups and a junior driver supplement will be added to the rental price for each driver in this age group.
- Drivers between 21 and 24 years old
In the event that one of the authorised drivers on the rental contract is between 21 and 24 years of age (inclusive), they will be able to rent from all the groups and a young driver supplement will be added to the rental price for each driver in this age group.
- Drivers of 70 years and older
In the event that one of the authorised drivers on the rental contract is 70 years of age or more, a senior driver supplement will be added to the rental price for each driver in this age group
2.2.1. Identification documentASCAR does not assume any responsibility for accidents or damages to property caused by the rented vehicle if the contract holder has deliberately provided ASCAR with incorrect information regarding their identity, home address, or validity of their driving licence.
Driving licences sent by fax or photocopies will not be accepted.
If the contract holder does not provide the documentation and information described below, ASCAR reserves the right to refuse vehicle rental:
2.2.2 Driving licenseThe contract holder and all of the drivers included in the contract must present their valid national identity document (only EU residents), passport, or equivalent document as proof of identity.
If this document is not expressed in Latin script, it must be accompanied by an official sworn translation.
Documents sent by fax or photocopied will not be accepted. Only the original physical document will be accepted.
2.2.3 AddressesFor rentals of three- and four-wheeled vehicles (cars and scooters), all drivers listed in the contract must present a valid, type-B EU driving licence or a licence from a country party to the international conventions, issued at least one year prior.
For rentals of two-wheeled vehicles (motorbikes), all drivers listed in the contract must present a valid EU driving licence, issued at least three years prior in the case of type B licences, or at least one year prior for type A1/A licences.
In the event of showing a temporary authorisation to drive, if this doesn’t indicate the age of the driving licence, the expired licence must be shown to validate it, otherwise, it will be understood that it’s less than one year and the vehicle cannot be handed over.
Driving licences issued by non-EU countries or from a country that is not party to the international conventions (cars only) must be accompanied by an international driving licence in order to collect the vehicle. For the rental of motorbikes with a non-EU licence, an international driving licence will always be requested.
If you do not have a driving licence in Roman letters, you must show an international driving licence or show the driving licence along with a sworn translation of it.
In the event that the driver is a resident in Romania for more than 6 months, they must show a valid romanian driving licence, except if they show a valid driving licence from a country belonging to the EU or Schengen area.
Faxed or photocopied driving licences will not be accepted. Only the original valid physical driving licence, or in digital format for licences issued in Romania, will be accepted, provided that its authenticity can be verified by our staff prior to the signing of the contract.
ASCAR assumes no responsibility for any road traffic fines incurred by the driver due to not having the relevant licence or licences to drive a vehicle in Romania. The driver is responsible for consulting and understanding the current regulations.
2.2.4 Mileage limitThe contract holder must provide ASCAR with a local address (flat, apartment, villa, hotel, etc.) and also their home address in their country of residence.
The addresses you provide in order to carry out the rental, both your habitual residence and those for the use of the vehicle, must be proven if required by staff and this could be a reason for refusing the vehicle. Your habitual residence can be proven by means of a bill or invoice and that of the use of the vehicle with a confirmed booking and also with a bill or invoice.
Standard Rent:
If you have chosen the Standard Rent package, you have a limit of 200 km/day. The kilometers can be used flexibly over the entire rental period, as long as the total does not exceed the overall allowed limit.
Example: 5 rental days × 200 km = 1,000 km total allowed.
If this general limit is exceeded, the additional kilometers will be charged accordingly.
Relax Rent:
If you have chosen the Relax Rent package, there is no mileage limit within Romania. You can use the car freely without worrying about exceeding a kilometer limit.
ATTENTION! The Relax Rent package is only available for rentals of at least 3 days.
These conditions apply only within Romania. Different rules apply for driving outside the country.
Easy Rent:
If you have chosen the Easy Rent package, there is no mileage limit within Romania. You can use the car freely without worrying about exceeding a kilometer limit.

Mileage limit outside Romania:
Regardless of the chosen package (Standard, Relax, or Easy Rent), use of the vehicle outside Romania is limited to 200 km/day, calculated cumulatively over the entire rental period.
Example: 5 rental days × 200 km = 1,000 km total allowed.
If this general limit is exceeded, the extra kilometers will be charged at the international rate, which may differ from the domestic rate.
Important!
Any violation of these conditions, without prior written consent from ASCAR, will be subject to charges according to ASCAR rent a car’s Terms & Conditions.

4. Accessories, extras, coverage and penalty fees

Car seats and children’s equipment.

Romanian legislation in force state that all children equal to or less than 135cm must wear a restraint device in the vehicle adapted to their height and weight.

The contract holder is solely responsible for installing the child car seat. Under no circumstances does ASCAR assume any responsibility for the assembly of child car seats in the rented vehicle.

In the event of breakage, loss or misplacement, violent or non-violent theft of the child seat, the contract holder will be responsible for the additional payment of €200, as the replacement cost.

Equipment subject to availability. If not booked in advance, these may not be available upon the vehicle’s collection.

You can purchase this extra when placing your booking or at any time via telephone by calling our helpline; however, this must be purchased at least 24 hours in advance. Subject to availability according to rental office.

You will need to pay in advance, using any of our accepted payment methods.

You must provide your flight number. If you do not have this at the time of booking, you will need to add it as soon as you have access to this information. Without this, ASCAR cannot guarantee the correct provision of this service and may not be held liable.

You must provide an email address, to which we will send the location of the meeting point and a contact telephone number.

The pick-up must be made within our office hours.

If you want to make any changes with regard to the details provided in your booking, you must sign the contract in the ASCAR office.

We recommend setting your pick-up time at 30 minutes after your flight’s expected landing time.
Vehicle pick-up:
After the time provided for vehicle pick-up, you will have an additional courtesy margin of 30 minutes. If you do not arrive within this period, you will need to arrange your own transport to our office for pick-up, through your own means or via our shuttle. In this case, the cost of the Meet&Greet service will not be returned.
In the case of early or late pick-up, you will have 60 minutes before your pick-up time to advise us, by calling the pick-ups office directly or by contacting our call centre.
If you notify us within less than 60 minutes of your pick-up time, a late- pick-up penalty of €20 will be applied for parking and staff costs. No penalty will be applied for early pick-up, although this may be denied according to availability and preparation.
Vehicle drop-off:
If you exceed the additional 30 minutes provided, you can still return the vehicle to the pick-up car park or to the drop-offs office indicated on the rental contract, although penalties will be applied for late return and an extra day’s rental, as provided in point 4.4. regarding penalties. In any case, you should advise the rental office and confirm your return time.
If returning the vehicle to the car park outside of office hours, the abandoned vehicle penalty will be applied – in addition to the charges listed above – as provided in point 4.4. regarding penalties.
Includes airport car park ticket until the specified pick-up time, with an extra 15 minutes after this time. If this extra time is exceeded, the additional parking costs will be borne by the customer.
Meet&Greet service price 80,00 € Express Line
- The contract holder can purchase this extra to access our priority pickup service to obtain preferential assistance at our car rental desk.
- Price of the 'express line' extra:
Express line service charge 50,00 € ASCAR offers a pickup service outside of office hours. To guarantee this service, the customer must choose prepayment as the payment method, and the holder of the booking must notify ASCAR of their flight number at the time of making the booking or prior to the pickup date. The holder of the booking has 40 minutes to get to the office after their flight has landed.

FLIGHT/TRAIN DIVERSION CHARGE 40,00 € One Way
- ASCAR does not allow vehicles to be returned to a different office. However, in exceptional cases, if the contract holder purchases the One Way extra, ASCAR will allow the vehicle to be returned to a different office to where it was picked up, but it must be the one stated in the contract. Consult our staff in the office or when making your booking regarding the price of the one-way extra.
- Under no circumstances may the vehicle be returned to a different office than the one stated in the contract, nor to any office outside of Romania.
- Should a vehicle be returned to a different office when the One Way extra has not been purchased, or returned to a different office to the one stated on the contract when One Way has been purchased, ASCAR will charge a penalty (See 4.4 Penalties).
4.3 [Coverage/Insurances]CROSS - BORDER
If the contract holder and the authorized drivers want to drive or board outside the borders of Romania, they can do so if they additionally contract "Cross border". The "Cross border" supplement is valid for the entire rental period. It cannot be rented for a single day. Under no circumstances will it be possible to take the vehicle outside the territory of Romania or the European Union without ASCAR's written consent.
ASCAR does not allow rentals outside the European Union. As an exception, ASCAR can authorize driving in some countries outside the territory of the European Union if the contract holder purchases the "Cross border" supplement. The "Cross border" supplement is valid for the entire rental period. It cannot be rented for a single day.Price for the "Cross Border" add-on:

4.3.2. Relax Coverage - Full CoverageStandard Cover is included in the rental price.
Only drivers expressly authorized by ASCAR in the rental agreement are covered by Standard Cover.
Coverage is only valid during the rental period. If the vehicle is returned late, the cover is cancelled.
Standard Cover includes the following:
- Collision damage waiver and excess theft protection (CDW and TP)
- Partial waiver of liability for collision damage or theft, reducing the financial liability of the contract holder for damage or theft of the rental vehicle.
- If there is a damage to the rental vehicle, the contract holder will be responsible for paying the resulting damages up to the excess limit corresponding to the group of the rental vehicle, provided that the driver uses the vehicle in accordance with the terms and conditions of the rental agreement.
- If the contract holder/driver does not follow the procedure established by ASCAR in the event of vehicle damage or theft (see section 1.4) or violates any of the terms or conditions of the rental contract, the basic excess cover will be canceled and the contract holder will be responsible for paying the total excess amount related to the rental vehicle group.

Basic roadside assistance
- The roadside assistance service included in the basic cover provides a 24-hour roadside assistance service.
- This service, which includes towing, recovery and roadside repairs, will always have a cost.
- Please note that if the customer requests support but later decides that it is no longer needed, they must call the ASCAR support number (+40 772-227-227) to cancel the service. If not cancelled, they will have to pay the applicable towing service charges to cover the costs incurred by the supplier depending on the distance.

In case of an incident/accident/damage caused by an unknown party that is not reported to ASCAR rent a car within 12 hours and IF POLICE DOCUMENTS (Official Report + Repair Authorization) are NOT PROVIDED when returning the vehicle, the contract holder loses the Relax Cover protection and will be liable for all damages until the full amount of the loss is recovered.
For bookings in vehicle groups CYAZ, EYAZ, HYAZ, PFAC, LTAR, PQAR, XFAR, PFAH, CKMR, NKMR, DKMR, IKMR, JKMR, SKMR, and FKMR, the Relax Cover reduces the excess amount but does not eliminate it.
Only drivers who are explicitly authorized by ASCAR in the rental agreement are covered under Relax Cover.
Coverage is valid only during the rental period. If the vehicle is returned late, the coverage becomes void.
Relax Cover Includes:
Collision/Damage Coverage WITHOUT Excess: If the contract holder follows ASCAR's procedure in case of accident, damage, or mechanical failure (see section 1: Obligations of the contract holder and authorized drivers regarding the rented vehicle), they will not be liable for any amount.
Theft Coverage WITHOUT Excess: If the contract holder follows ASCAR’s procedure in case of theft or robbery of the rented vehicle (see section 1), they will not be liable for any amount.

- In the event of breakage, loss or theft of the keys of the rented vehicle, ASCAR will apply a penalty charge of at least € 302,50, plus a penalty for the period of time the vehicle cannot be used, which will be equivalent to at least one rental day in accordance with the daily rate at that time.

Charge for using the wrong fuel
- ASCAR will apply a minimum penalty of €302.50 and a maximum of up to the total excess value for the vehicle depending on whether or not the engine has failed (official assessment).

- In cases of negligence, cases excluded from the purchased coverage and if the obligations indicated in point 1.4 are violated: EUR 100
Special cleaning fee
- If the rented vehicle requires special cleaning, ASCAR will charge the contract holder from €95 to €200 to cover the costs of processing, special cleaning and suspension of the vehicle.
- Special cleaning is any cleaning that requires a more thorough action and involves taking the vehicle out of the standard cleaning routine.

An employee will check the vehicle with the customer upon return and their claims will be considered. They will be sent a report and details of the costs, as well as photos and evidence of the vehicle's dirtiness. In the event of a dispute, the tenant can send his arguments by e-mail to the customer service and complaints department within 14 days. If it is not possible to reach an agreement on the resolution, the tenant can present his complaint to the competent court or consumer protection authority.
Charge for smoking inside the vehicle
ASCAR does not allow smoking inside their vehicles. If the vehicle smells of tobacco smoke, ASCAR will apply a penalty of €95 to cover the costs of processing, special cleaning and suspension of the vehicle.
An employee will check the vehicle with the lessee upon return and their claims will be taken into account. In case of disagreement with the evaluation carried out, the lessee can submit complaints to the email address of customer service within 14 days and, in case of disagreement with the resolution, appeal to consumer arbitration, whose decision the parties submit to resolve such conflicts.
Charge for driving outside the territory authorized by ASCAR
If the "Cross Border" extras is not purchased and the vehicle is driven outside ASCAR's authorized territory (Romanian Territory), ASCAR will apply a penalty of EUR 1,000 plus EUR 0.25 for each kilometer traveled from the start of the rental in addition to the cancellation corresponding coverages and the consequences specified in point 1.4 of "Obligations of the contract holder in relation to the vehicle". This consists of the cancellation of the cover and the contract holder becomes responsible for the damage to the rental vehicle, towing fees, repatriation and any incidental costs, up to the full amount of the deduction.
Charge for one-way rentals
ASCAR does not offer one-way rentals. The contract holder must return the rental vehicle to the same office as the pick-up. If the contract holder returns the rented vehicle to a different collection office, ASCAR will apply a penalty of €200. In addition to this fee, the contract holder will also be responsible for paying the daily rental fee (see the fee table in section '4. Accessories, extras, coverage, penalties', Fee for late return of the vehicle), repatriation of the vehicle and the cost of recovery of the vehicle.
Charge for late return of vehicle
ASCAR offers a 60-minute grace period for returning the rental vehicle relative to the pick-up time.
However, for it to be applicable, this grace period should be determined and applied at the time of signing the contract, when the return time is chosen, otherwise it cannot be applied.
Rental charges for ASCAR are calculated on 24-hour periods from the start of the rental period.
If the contract holder does not return the rented vehicle to the agreed delivery point at the time specified in the rental contract, the contractual coverage will be invalidated and the contract holder will be obliged to pay the damage caused to the rented vehicle and for all expenses incurred, up to the amount of the total excess and ASCAR will apply a penalty of €40 plus the costs incurred to recover the vehicle, which will be a minimum of €300 if it has been reported after 24 hours have passed.
In addition to the above, the contract holder will also be responsible for paying the current daily rental rate (1) at that time, including contracted option charges for each day of delay in returning the vehicle.
In the same way, if ASCAR delays more than 60 minutes from the signing of the rental contract to the delivery of the vehicle, the customer will be compensated the same amount of €40.

- If the vehicle is abandoned, ASCAR will apply a penalty of €200. In addition to this fee, the contract holder will also be responsible for paying the daily rental fee (see the fee table in section "4. Accessories, extras, coverage, penalties") and the cost of recovering the vehicle.
This penalty will also apply to the Meet&Greet add-on under the conditions indicated in 4.2.3.
Charge for returning the rental vehicle to a public car park at the pick-up airport
- If the contract holder returns the rental vehicle to a public car park at the pick-up airport and if it is recovered on the same day, ASCAR will apply a penalty of EUR 30.00 according to the contract. If the rental vehicle is NOT recovered on the same day as the return date set forth in the rental agreement, ASCAR will apply the appropriate late return penalty fee and the customer will be responsible for the cost of vehicle recovery.
Charge for parking the rented vehicle in the ASCAR parking spaces during the rental period
- If the driver parks in the parking spaces reserved for the ASCAR fleet during the rental period, ASCAR will apply a penalty of 25 EUR/day. Exception: if you have written permission from Ascar allowing you to park.
Charge handling and administration fee (this does not include the amount of the fine)
- If the driver receives a traffic fine during the rental period, ASCAR is obliged by law to identify the driver and provide the authorities with his personal information in order to send the fine to the home address of the contract holder for its subsequent use. the payment. For this management and administration service, for each offense/fine received, ASCAR will charge the contract holder a fee of €40.00.
- This fee does not include the payment of the traffic fine. The contract holder will be solely responsible for paying the fine directly to the authorities.
Administration fee for accident management, claims management and advisory service .
- In the event of an accident, the driver must complete the accident report, submit it to the ASCAR office when returning the rented vehicle and send a copy of the report to the e-mail address assistance@ascar.ro
- ASCAR will process accident reports, notify the driver of the appropriate action to take, and provide advice if they sustain injuries and/or receive a court summons. ASCAR will charge the contract holder €50 for this accident management, damage control and advisory (DAF) service.
- If the contract holder has purchased Relax Cover, ASCAR will not charge for this service.
Rate per additional kilometer in limited mileage rates (Standard Rent, vehicles with limited mileage)
- If the mileage included in the rental is exceeded, ASCAR will apply a penalty of EUR 0.14 for each additional kilometer. If the vehicle is returned earlier, the applicable mileage per day will be calculated for the number of days used and the applicable penalty will be charged, if applicable.
The above penalties are detailed and communicated to the customer during the booking process, highlighting key information so that information can be selected for acceptance.
Upon return of the vehicle, an employee will check the vehicle with the renter and their claims will be considered. The customer will be advised of any applicable penalties as indicated above. They will be sent a report and details of costs, photographs and necessary supporting documentation. In the event of a dispute, the tenant can send his arguments by e-mail to the customer service and complaints department within 14 days. If it is not possible to reach an agreement on the resolution, the tenant can present his complaint to the competent court or consumer protection authority.

5. Fuel
5.1. Petrol/Diesel Vehicles5.2 Electric Vehicles
Prices for the "fuel tank" and "refueling service and charge" are calculated based on the official fuel prices at the time of vehicle pick-up. These prices should be checked regularly, as they are subject to change according to official price fluctuations.
Terms and Conditions of the Full-Full Fuel Return Policy:
At the time of vehicle pick-up, Ascar rent a car will provide the vehicle with a full fuel tank and charge the contract holder the amount corresponding to the fuel in the tank.
The amount charged depends on the vehicle model received and the fuel price on the pick-up date. (See table) We will add a pop-up link about fuel prices. The contract holder will pay for the fuel used.
Upon returning the vehicle, Ascar rent a car will check the fuel level and refund the amount corresponding to the remaining fuel. For the vehicle to be considered returned with a full tank, a receipt from a petrol station within 10 km of the airport must be presented.
The unit of measure for the fuel tank will be 1/8 of the vehicle’s total fuel capacity.
If the vehicle is not returned with a full tank, Ascar rent a car will charge a €30 refueling fee in addition to the cost of the missing fuel.
Correct Fuel Refueling!
It is SOLELY the client’s responsibility to ensure the correct fuel type is used. Regardless of any recommendations from the rental agent, the CLIENT is fully liable if the vehicle is refueled incorrectly. Ascar rent a car is not liable for any damage resulting from incorrect refueling, even if directed by an agent. The client is responsible for refueling and must consult either the car’s registration or the label on the fuel cap when refueling.If incorrect refueling is detected hours or even days after the vehicle’s return, the client remains liable for the resulting damage, even if they purchased the Relax Rent package.
The damage costs, which the client must fully cover, will be determined once the vehicle is taken to a service center, and a repair estimate is issued. The financial compensation required for damages due to incorrect refueling may exceed the deposit and extend to cover the total repair costs.
Full-Full Charging Policy Conditions:
At the time of vehicle pick-up, Ascar rent a car will provide the electric vehicle either partially or fully charged and will hold a €1 "Electric Deposit" on the customer’s credit card, which will be refunded when the vehicle is returned.
At the time of vehicle return, Ascar rent a car will check the battery level.
For the vehicle to be considered as returned fully charged, it must have a minimum range of 20 kilometers.
If the vehicle is returned with a range lower than the indicated level, additional charges may apply for towing and recovery services, as there is a possibility the electric charge may be fully depleted before reaching our recharging area.
To recharge the battery of an electric vehicle, the renter may use any charging points available at various service stations. The renter is not liable if unable to recharge the vehicle at a charging station due to circumstances beyond their control. Each electric vehicle, as required by current regulations, will be provided with an environmental badge associated with its registration number. In the event of loss, theft, or damage to the environmental badge, the renter will incur a corresponding fee, as outlined in section 4.4 on penalties.

6. Payment
6. PAYMENT – ASCAR RENT A CAR6.1. Payment Methods
By signing the rental agreement and collecting the vehicle, the contract holder agrees to pay all amounts due in full, without the right of withdrawal.
By signing the rental agreement, the contract holder expressly authorizes Ascar rent a car to use the bank card provided at the time of booking for the following purposes:

To charge the full rental amount, including all selected options such as extras, additional coverage, and fuel tank (see table);
-
If applicable, to block the pre-authorization amount corresponding to the class of the rented vehicle. This amount will not be available for use until it is unblocked;
-
For special group bookings and payments made with debit cards, the pre-authorization amount will be charged rather than just blocked;
-
Depending on the card issuer’s banking policies, the pre-authorization amount may appear in the cardholder’s statement up to 30 calendar days after the end of the rental contract;
-
Ascar rent a car is not responsible for any fees charged by the cardholder’s bank for the return of the pre-authorized amount;
-
If applicable, to charge for any expenses resulting from damage to the vehicle during the rental period (including damage, missing documents or accessories, or cleaning costs), or for any breaches of the obligations and/or terms stated in the rental agreement;

If applicable, to carry out a pre-authorization corresponding to the class of the rented vehicle.

For vehicles in the PREMIUM and ELITE categories, only credit cards are accepted. Revolut cards or other prepaid cards are not accepted for these vehicle classes.
6.1.2. Restrictions and Considerations

The cardholder must be the same as the rental contract holder and must be present at the time of payment

Only one card is accepted per contract, and the card must be non-transferable

6.3. PER (Preferential Exchange Rate)The customer may pay by card at the POS terminal only for bookings with the Standard Rent package. At the time of vehicle pickup, Ascar rent a car will debit the cardholder’s bank card with the amount due and block the corresponding pre-authorization amount, depending on the vehicle group.
The pre-authorized amount will not be available for use until it is unblocked.
Ascar rent a car is not responsible for any fees charged by the customer’s bank for refunding the pre-authorized amount.
This amount corresponds to the security deposit (excess) and is only applicable if the Relax Rent package (or an equivalent full coverage package) has not been purchased.
In the case of online payments or payment via secure link, payment must be completed prior to vehicle pickup. If the payment has not been made before the pickup time, the delivery agent is under no obligation to assist the customer with completing the payment. The customer is solely responsible for ensuring that the payment is completed before receiving the vehicle.
Online payment or payment via link is only available for bookings where the Relax Rent or Easy Rent package has been selected.
6.4. Cash paymentThrough PER (Preferential Exchange Rate), we offer the option to make payments in foreign currency via automatic currency conversion. This service is available both on our website, www.ascar.ro, and at our rental locations.
This is a financial service provided by our partner bank, which allows for the immediate display of the amount in the selected currency, using the current exchange rate plus a competitive conversion fee.
If the customer requests to pay in foreign currency, the amount will be displayed in euros in the “Payment” section of the rental agreement, along with the applicable exchange rate and conversion fee.
Important: If the PER service is not displayed when booking a vehicle, it means that it is not available for that vehicle class.
Cash payment is only accepted in exceptional cases, and at the time of vehicle pickup, the following will be required:
A cash deposit, which will be refunded upon return of the vehicle, provided there is no damage or contractual breach.

7. Rental period: modifications, cancellations, no-shows, early returns and late pickups.
Maximum Rental Period7.1. Modifications
The maximum short-term rental period with Ascar rent a car is 45 days. For a longer period, you can request a long-term rental offer by contacting us at longterm@ascar.ro.
7.2. Cancellations7.1.1. Modifications before the start of the rental period
If the booking was made directly with Ascar rent a car, it may be cancelled free of charge up to 48 hours before the start of the rental period.
Exception: Any transaction fees incurred both at the time of booking and at the time of refund will be retained by Ascar rent a car and will not be reimbursed.
If the booking was made through an intermediary, the customer must contact the intermediary directly to arrange the cancellation.
Modifications are only allowed if they refer to the pick-up and/or return time (without changing the number of rental days) or the flight number.
Restrictions:
-
It is not permitted to change the booking holder, vehicle group, rental dates, number of rental days, or optional extras. In these cases, the booking must be cancelled and a new one made.
-
Bookings that include a discount cannot be modified. They must be cancelled and rebooked.
-
If the reservation was made through an intermediary, all modifications and cancellations must be handled through the intermediary.
7.1.2. Modifications during the rental period
7.1.2.1. Extensions
Ascar rent a car does not allow the extension of the rental agreement unless written approval is provided by Ascar rent a car.
7.1.2.2. Replacements due to theft, accident, loss, breakdown, or mechanical failure
In the event of theft, accident, or breakdown, Ascar rent a car reserves the right to replace the vehicle, subject to availability.
Replacement may be refused if it is determined that the damage was caused by a violation of the rental agreement or driver negligence, including previous accident history or other legal grounds.

Ascar rent a car has 72 hours to evaluate the situation and decide whether a replacement vehicle will be provided.
-
Only one replacement is allowed per contract.
-
Replacements are made exclusively at an Ascar branch and are subject to availability, penalties, additional charges, and a new excess. The initial pre-authorisation will remain in place, and a new one will be requested.
-
The contract holder must be present with the card used at the time of booking.
If Ascar rent a car approves the replacement, the customer:
-
may be instructed to drive the vehicle to the branch (the fuel tank must be full), or
-
may benefit from towing to the nearest Ascar branch, or
-
if the vehicle is immobilized, a replacement vehicle will be delivered by platform to the location of the broken-down vehicle.
At the time of replacement, the contract holder must present a valid national identity card, passport, or equivalent document.
7.3. No-showIf the booking was made directly with Ascar rent a car, it can be cancelled free of charge up to 48 hours before the rental period begins.

No refund will be issued if the cancellation is made less than 48 hours before the scheduled pick-up time, after the pick-up time has passed, or if the rental cannot take place due to breach of contractual obligations.
If the booking was prepaid and the customer cancels it, any bank charges or transaction fees incurred by Ascar rent a car will be withheld from the refunded amount.
There is no predefined limit to these charges; they may vary depending on the payment processor and method used.
If the customer selected the Standard or Relax Rent rate (which includes Meet & Greet), the reservation can be cancelled up to 48 hours before the rental.
No refund will be issued for late cancellations or for failure to meet rental conditions.
If the booking was made through an intermediary, the customer must contact them directly to arrange cancellation.
7.4. Delayed Pick-upIf the customer does not show up at the rental office on the scheduled date and time, the booking will be cancelled and considered a “no-show”.
If no date/time is specified in the booking, or if the terms and conditions are not met, or if there is any outstanding debt with the company, the reservation will also be treated as a “no-show”.

Customers who booked directly with Ascar rent a car have up to 24 hours after the scheduled pick-up time to arrive at the office. After this window, the reservation will be voided and considered a “no-show”, subject to vehicle availability.

Customers who booked through an intermediary have 6 business hours from the scheduled pick-up time to arrive. After this time, the reservation will be voided, depending on vehicle availability.
No refunds will be issued in the event of a no-show.
7.5. Early Vehicle ReturnIf the customer experiences a flight or train delay and expects to be more than an hour late, they must notify Ascar rent a car at contact@ascar.ro or by phone at +40 772 227 227, providing their flight or train number.
Ascar rent a car will assess whether the delay can be accommodated, depending on the branch’s opening hours.
If the delay is not reported, vehicle availability cannot be guaranteed.

If the customer arrives outside of opening hours, a €40 fee will apply for out-of-hours pick-up.

There is a 60-minute grace period after the scheduled pick-up time.
If the Meet & Greet service was selected, please refer to the relevant section for specific terms.
If the rented vehicle is returned early, no penalty will apply.
However, no refund will be given for:

Unused rental days

For limited mileage rates, the allowed distance will be recalculated proportionally to the actual rental period.
